Another reason to save for a house

The noise from the first floor hasn't stopped. There will be several good days, then the music is cranked up and the screaming starts again. It happens day or night. We are two floors away and are still bothered by the noise. Our neighbors who are directly over the noisy unit are very angry. They have a little girl who can't sleep at night because of the music, so I can understand their anger.

The renters in the noisy unit really don't seem to care at all. The owners of the unit also don't care. They bought the unit at foreclosure and their plan was to rehab it and sell it within months. I think they were very frustrated by the slow market in this neighborhood, so they washed their hands of the unit, rented it out, and ignore our complaints.

I'm hoping they will not renew the lease when it expires this January, but I'm not certain that will be the case. Regardless, the other members of the condo association want to write up "House Rules" that summarize what is already in our bylaws. If the rules are broken, a fee is charged (ranging from $10-$50).

The rules will cover everything from noise to pets to parking. Like I said, everything is already in our bylaws, so the rules won't be new. But the fee would be new. To me, the fees make the building seem so un-neighborly. I don't want to start policing my neighbors, and I don't want to feel policed. Is this naive? Does your condo association have something like this in place?
